GENERAL GUIDELINES

1. The library is open from

      MONDAYFRIDAY

  • 8:00 AM – 12:00 NOON and 1:00 PM – 5:00 PM

2. General reference materials like encyclopedias, dictionaries, periodicals, newspapers and magazines materials are for library use only

3. Books in the Reserved Section are for library use only

4. Fiction books may be borrowed for a week’s time

5. Overdue books are given a corresponding fine of:

  • P2.00 per hour after 9:00 AM and P10.00 per day

6. Courtesy must be practiced in the library especially when borrowing or returning books or any library materials.

7. No delinquent borrower is allowed to borrow any library material unless he/she has settled all his/her accounts in the library.

 RULES AND REGULATIONS

Code of Conduct

  1. The Library is mainly for research.

  2. Silence is to be observed in the Library all the time.

  3. No ID no entry.

  4. Library users must leave their bags and other bulky things to the baggage area at the library entrance. They can bring their textbooks to the reading area upon the permission of the librarian or library in charge.

  5. Students, Faculty and Staff should only bring their personal belongings such as: wallet/money, jewelries, calculator, and Cellular Phone inside the library.

  6. The Library Management accepts NO RESPONSIBILITY for personal belongings left in the Library

  7. Library users are not permitted to make or take telephone calls within the library. Mobile phones shall be switched to silent mode at all times.

  8. No eating, sleeping, stand-by inside the library

  9. Moving library furniture from its designated place is strictly prohibited

  10. Watching movies inside the library is strictly prohibited

  11. Library materials must be used and handled with care.

  12. Vandalism, tearing off pages, writing on the pages, etc. is strictly prohibited

  13. The librarian should be consulted if any problem arises in using the library

POLICIES ON LIBRARY MATERIALS SELECTION

OBJECTIVE

To provide guidelines on the selection of library materials, print and non-print, to be purchased.

SCOPE

Selection and acquisition of library materials.

POLICY DETAILS:
  1. Library materials shall be purchased based on the curriculum and the recommendations of the faculty.

  2. Number of students enrolled in each department.

  3. Type (format) and cost of materials usually acquired.

  4. The materials are selected by the faculty/researcher and noted by Dean, endorsed for purchase by the Librarian. The School administrator approves the materials for purchase.

  5. If the Faculty/Dean do not request material(s) for purchase but there is evidence of heavy use or need, the Librarian may authorize to purchase.

  • Authority

    • Quality and/or experienced author

    • Reputable sources of information

    • Recognized publishers/producers

  • Physical Format and Technical Quality

    • Quality materials

    • Sturdy construction

    • Attractive presentation and clear reproduction

    • Content is easily accessible

    • Instructions and support materials are adequate, clear, comprehensive, and effective

  • Appropriateness

    • Content, language, symbols, and concepts are at a suitable level for the intended audience

  • Cost

    • Value for money

    • May be used across a number of curriculum areas and levels

  • Format

    • The most suitable medium to present the subject matter

  • Controversial Materials

    • Consider any controversial content and/or issues

B. NON-PRINT MATERIALS:
  • Content

    • The content is timely and accurate

    • It should have special features which are not found in the print counterpart

  • Format Appropriateness

    • The format is appropriate to achieve the underlying rationale for the acquisition of the material

    • The interface must be easy to master by ordinary users

  • Access

    • The material is available to the whole STI College academic community

  • Licensing Issues

    • The requester must carefully review the license agreement that will govern the use as well as the restrictions of the electronic information product

    • The license must permit “fair use” of all information for non-commercial educational, instructional, and research purposes of authorized users, including unlimited viewing, downloading, and printing

POLICY ON LIBRARY ACQUISITION

OBJECTIVE

To provide guidelines in the acquisition of library materials both print and non-print.

POLICY DETAILS
  1. Library materials shall be acquired through purchase or gifts/donations.
  2. Acquisition of library materials depend on the needs of the various subject areas/programs and the availability of funds.
  3. The Librarians determine the general references to be acquired.
  4. The following are some of the elements to be considered in the allocation of the book budget:
    • Status of the core or present collection.
    • Number of students enrolled in each department.
    • Type (format) and cost of materials usually acquired.
  1. Book grants, endowments, and other sources of donations or special funds shall form part of the library’s book budget and shall be handled by the Librarian in coordination with the administration and/or the department to which the funds are awarded.
  2. The library usually orders two (2) copies of requested foreign materials.
  3. In the case of Filipiniana materials, the library acquires at least three copies for each title ordered.

LIBRARY SERVICES

OBJECTIVE

To provide guidelines in making library materials accessible to all users.

SCOPE

    This policy affects all library materials/users of both print and non-print materials

POLICY DETAILS:

1. Borrowing Privileges

Administrators, faculty, staff and current students of STI College Surigao may borrow materials for home use from the Circulation Section upon presentation of a valid identification card. The kind and number of books that may be borrowed and the duration of the loan vary based on user status and book classification. Books in the Reserve Section, Reference, Periodicals, and Theses may not be loaned out.

College and Senior High Students

  • Reserve:
    • Maximum of 1 title
    • Loan period: 1–2 hours (Library Hours)
  • General Circulation:
    • Maximum of 2 titles (including Fiction)
    • Loan period: Overnight (excluding Sundays and Holidays)
  • Fiction:
    • Maximum of 1 title
    • Loan period: 1 week

 

Faculty / Office Staff / Administrators

  • Reserve:
    • Maximum of 3 titles
    • Loan period: 1–2 hours (Library Hours)
  • General Circulation:
    • Maximum of 6 titles per load (including Fiction)
    • Loan period: 3 weeks
  • Fiction:
    • Maximum of 2 titles
    • Loan period: 1 week

 

2. Access

  • All library services and facilities are open to all bonafide students, employees and Alumni of STI College Surigao upon presentation of a valid identification card

3. Renewals

  • Only a fiction book can be renewed as long as it is not in demand. It can only be renewed once.
  • Upon renewal, the book should be presented by the borrower to the person in-charge of circulation

4. Overdue Library Printed Materials

  • Printed materials not returned on time are charged P2.00 per hour after 9:00 a.m. and P10.00 per day excluding Sundays and holidays
  • Regardless of user status, unreturned overdue books as well as unresolved financial accounts in the library, including fines and lost books, may result in temporary loss of borrowing privileges until such obligations are settled.
  • Unsettled library accounts will be computed by the librarian and sent to the Cashier for the payment. The Librarian will not sign the clearance forms of students, faculty members, staff and maintenance personnel with accountabilities

5. Photocopying of Library Printed Materials

  • All printed materials can be photocopied except for the Results and Discussion, Summary, Conclusions and Recommendations of the Undergraduate Thesis
  • Only a portion of the book can be photocopied. The client cannot photocopy the whole book except if there is a written permission from the author.
  • Books must be returned on or before 1 hour otherwise a fine of 2.00 pesos per hour shall be imposed.

6. Damages

  • All clientele are responsible for the materials borrowed from the STI College Library until these materials are returned. They are also responsible for any charges incurred for damaged library materials.
  • Library materials damaged beyond normal use must be replaced with the exact copy of the material or a newer edition if available
  • In case the same book is no longer available, ask the Librarian what book may be replaced for the damaged book.
  • Finding missing pages or any form of damage in any borrowed library material must be reported immediately to the Librarian.
  • Damaged books must be reported at once, and be replaced within two (2) weeks from the date it was reported at the Circulation Section.
  • Failure to replace or pay for the book within the allotted time means suspension of library privileges.
  • Clients must pay the processing fee of P100.00 to cover expenses for spine label, plastic cover, book card, book pocket, and book verification card.
  • Payment for damaged book is done at the Cashier after issuance of payment slip from the Circulation Section
  • The official receipt must be returned to the Circulation Section after payment together with the payment slip for recording and clearance.

7. Theft and Vandalism

  • Books and other library materials are to be used properly: tearing, high-lighting and writing on them, or using them as writing boards are to be avoided
  • Users caught bringing out library materials without permission or proper check out procedure shall be dealt with appropriately.
  • Offenders will be investigated and will undergo due process. They will (1) be required to pay for the actual cost of repair and other processing charges, (2) make a written apology. Repeated violations will be reported to the Office of Student Affairs for appropriate disciplinary action.

8. Clearance

  • Semestral clearance for College and Senior High School students must be secured.
  • Faculty and Staff are obliged to secure semestral clearance.

9. Repeated Violations

  • Library privileges of students, faculty    members and staff who have been found violating library policies on three (3) consecutive occasions in a given semester will have their library privileges suspended for one (1) month.

LIBRARY WEEDING POLICY

OBJECTIVE

To provide guidelines in systematic weeding out of library materials in order to keep the collection current and useful.

SCOPE

This covers all library holdings

POLICY DETAILS:

1. Categories of books which should be discarded:

  • Those which are outdated or badly written
  • Those which are no longer useful or which have not been circulated in the past five years and the “shelf-sitters”.
  • Those in poor physical condition – dirty, worn out, and badly bound or badly printed volumes.

2. In some cases, the librarian shall make a separate decision about each book to be discarded considering the following factors:

  • the relationship of the particular title to others in the subject field;
  • the availability of funds for replacement buying
  • the degree to which the library wants to retain older works
  • the usefulness of a particular book within the user community;
  • the books written by local authors or with local settings; and
  • the historical significance / rarity of the book. if the title superseded by a latest edition

LIBRARY INTERNET

OBJECTIVE

  To provide guidelines in the use of computer and Internet facilities in the Library.

SCOPE

This applies to all clientele using the computer and Internet terminals in the Library.

POLICY DETAILS:

  1. Only bonafide students, faculty and staff who are officially enrolled / employed within the current semester / summer term are entitled to use the computer in the library
  2. Using the Internet facility will be on a first-come, first-served basis
  3. Computer units inside the library are purely for research use only.
  4. Encoding, editing and downloading of applications or executable files by the clientele are strictly prohibited in the Library Computer Terminals
  5. A student is given a maximum of one hour (1) to do surfing through internet. To give equal access of students on the right to use the library computer
  6. The clientele is not allowed to access/send emails in the Library Internet Terminals
  7. The user must sign their names in the logbook intended for such purposes
  8. Games and viewing of pornographic sites is strictly prohibited
  9. Changing the computer’s setting, placing lewd wallpapers or screen-savers, hacking and copying other’s work are considered as major offenses. Any students violating this would be subjected to disciplinary actions
  10. The clientele found repeatedly violating any of the aforementioned rules shall no longer be allowed to use the Internet facility.

CATALOGUING OF PRINT MATERIALS

OBJECTIVE

To provide guidelines in cataloguing print materials.

POLICY DETAILS:

1. Library materials for the different sections of the STI College Library are processed in the Cataloging Section. The Library collection includes the following:

  • General Reference
  • Circulation
    • Filipiniana Collection
    • Foreign Collection
  • Theses Collection
  • Fiction Collection

2.Descriptive Cataloguing

  • The Anglo-American Cataloging Rules (AACR2) is followed to ensure uniformity in the bibliographical and physical description of a book.
  • Original Cataloging
    • A new title that is not found in the OPAC is cataloged originally by the catalogers. This is usually the case with Filipiniana titles and other foreign materials.
  • Copy Cataloging
    • The Library of Congress Online Catalog and the Ohio Link Catalog are used to establish / verify the best cataloging to adopt / copy.

3. Classification

  • The Dewey Decimal Classification Scheme (DDC 20) is used in organizing the collection.
  • The Sear’s List of Subject Headings, 17th Edition, is consulted and applied accordingly in the assignment of subject headings for every title.

4. Searching and Searching Tools

  • OPAC (Online Public Access Catalogue)
